He stressed that the law was designed to protect the<br \/>\nrights and welfare of seafarers while aligning with international standards<br \/>\nsuch as the Maritime Labour Convention (MLC) 2006. <\/p>\n<p>&#8220;This law was enacted to address decades of challenges<br \/>\nfaced by the men and women who risk their lives at sea to keep global trade<br \/>\nmoving,&#8221; Salo said. He highlighted concerns such as ambulance chasing and<br \/>\nthe failure to meet international maritime standards\u2014issues that have<br \/>\nthreatened the job security of Filipino seafarers. <\/p>\n<p>Salo, often referred to as the Father of the Magna Carta for<br \/>\nFilipino Seafarers, previously chaired the Committee on Overseas Workers<br \/>\nAffairs and was instrumental in pushing for the law in the House of<br \/>\nRepresentatives. <\/p>\n<p>The Magna Carta includes strict measures against ambulance<br \/>\nchasing, a long-standing issue unique to the Philippines that has drawn<br \/>\ncriticism from global shipowners and impacted the employability of Filipino<br \/>\nseafarers since the early 2000s. <\/p>\n<p>The new law ensures that seafarers are given fair and humane<br \/>\nemployment conditions, protects them from exploitative practices, and<br \/>\nguarantees access to quality, affordable maritime education and training. It<br \/>\nalso establishes clear grievance mechanisms and a streamlined dispute<br \/>\nresolution process to safeguard their financial and emotional well-being.<\/p>\n<p>The establishment of seafarer hubs offering legal aid,<br \/>\nskills training, and welfare programs is another cornerstone of the law, funded<br \/>\nby the Overseas Workers Welfare Administration (OWWA).<\/p>\n<p>\u201cThis is not a distant dream\u2014it is a vision we can realize<br \/>\nwith the Magna Carta as our compass,\u201d the speaker added, urging stakeholders to<br \/>\nunite in implementing the law effectively.<\/p>\n<p>The Magna Carta also strengthens inter-agency collaboration<br \/>\namong MARINA, CHED, TESDA, the Department of Migrant Workers (DMW), and even<br \/>\nthe Department of Health to ensure compliance with international standards and<br \/>\nto equip future seafarers for an evolving industry.<\/p>\n<p>\u201cIf there&#8217;s a disagreement about the disability grading or<br \/>\nfitness for work, the [implementing rules and regulations] ensures that the third-party<br \/>\ndoctor can provide a binding determination resolving disputes efficiently and<br \/>\nfairly. And I am very pleased to inform you that we have discussed this<br \/>\nlengthily already with the Secretary of the Department of Health,\u201d noting the active<br \/>\nparticipation of the ALMA Maritime Group and its chair Atty.
